I think the city map is too huge for the server thus why we do need traffic NPC's, not heavy traffic just light one will suffice. Regarding the other too I'm pretty much against that.

PS: I'm also for adjusting each drug for it's effect time period + effect toggle option, for example weed lasts 20mins-1hour, ecstasy 2-3 hours etc etc.
